I understand the OA although I selected E. I could figure out that they is refering to submarines but I decided to use active sentence. So "they increasingly engage". I matched parallelism around and so noticed "for which they were built"

But I forgot that submarines need to be operated by someone so 'are engaged' makes sense in this sentence

one more thing, you can't say "different than"; you can only say "different from"

just take care of the following two points and you'll choose the right answer

1. different from is correct
2. for which they were built ... is parallel with ... and for which their crews were trained

you need "for which" to create parallelism.
look after the "invisible underlined section"!!
