Should be 'D'

Correct S-V agreement. Expenditure........produces

C is awkward - even though there is no certainty that the expenditure of money in large sums produces
A and B are also out because of incorrect S-V agreement.

E is wordy.

D for me as well

A/B should be produces not produce
C - No certainty that is cumbersone
D - Correct
E - No certainty as to the expenditure of... concision problem.

Is the use of though in Answer Choice E ok? I would say it should be although or eventhough or another contrast word.
