For a fraction to be terminating decimal, the denominator should be in the form \(2^n * 5^m\) where n and m are integers.

St. 1 says 90<r<100 it doesn't mention anything about s . Hence Insufficient

St 2. s= 4 , denominator can be written as \(2^2 * 5 ^0\)
Hence Sufficient.
