E is my choice.

In this case, before only if, comma is unnecessary.

Moreover, the group will pare ... should be followed by the nations trim ...

A/B are out since they are run-on.
C is in passive and D is unclear.

This is type-1 if-clause ---> B and E stand
B is wrong coz "which" modifies "the output" instead of "non-open nations" here.
E it is.

(E) is also stated in the active voice, which is always preferred on the GMAT.

Will go with E.

But is unecessary hence A/B are out.
C - output of Opec nation is incorrect.
D - were trimming is incorrect

This effectively means " beginning of next year " ..... " including Norway, Mexico, and Russia" which makes no sense. The comma after next year makes "but only if non-OPEC nations" as more a optional clause without which the sentence should complete.

Hence the comma after "next year" needs to disappear.

Didn't you guys notice this.... Or am i thinking too much.... :o :o :o

,but only if - both convey condition/exception.
"but" doesnt add any value to the sentence and hence can be eliminated.
C/D/E are contenders.
D is out: nations which includes* is incorrect plural include should be used.
C/E - E is more direct and concise.

usage of but + if is redundant (A, B are out)
would be trimmed (passive construction)
