Sure thing!

Looking at the data in the table, we can see that only (and all) the countries that are ranked top 20 in percent of 20+ year olds in tertiary education are included. For the other ranking, there are holes, and thus we can't use it in deducing the 2 statements.

If statement 2 is true, than all the countries with more than 40% of all people over 20 year old in tertiary programs spend less than or equal to than $40/student on tertiary programs. Based on the ranking, these countries can only be Greece, Belgium, and France - neither spends more than 40. So, the statement is true and a Yes.

For statement 3, we are talking about countries outside of the ranking - which we have not information on. Since, the statement cannot be fully deduced to be true, is must be a No.

Hi I noticed there's a typo for statement 3. It's "tertiary programs" instead of "tertiary rograms."

why do we need to consider the countries that did not make it to the list?

Sweden spends $53.50/student, so 50 countries not on the table spend more than that, and if they are not on the table, they all rank below Slovakia in their percentage of all people over 20 years old in tertiary programs. We actually can’t give a definitive answer, but we certainly do not have enough information to answer Yes to the question. Because the information is unclear, the answer is No.

So on that basis Q2 is exactly same as Q3 then Q2 should also be NO? Bcz we cant say about the data of other countries where spending is more than 40/student

Because statement 3 is about all countries, not just those listed. The table omits countries with <20% participation, and Sweden is rank 51 in spending, so at least 50 unlisted countries spend more than $53.50. Since those unlisted countries are below Slovakia in participation, some could be <20% while spending >$20, so we cannot say Yes.

Q2 is not the same as Q3.

Q2, spending-first: > $40 in the table are Canada (37%), Netherlands (32%), Norway (28%), Sweden (23%). None exceed 40%. An unlisted country would break Q2 only if it had > $40 and > 40%. Any country with > 40% participation is listed, and all those spend ≤ $40. So Q2 = Yes.

Q3 needs < 20% participation. None of those are listed, so unlisted countries could have > $20 with < 20%. So Q3 = No.

Sweden has 23 percent of 20+ year olds in tertiary education. And it spends $53.5 on each person.
So if you see carefully, countries which have higher percentage of 20+ yr students in tertiary education -> spend lesser per student ; and countries which have lower percentage of these students, spend more on per student.
And if a country is spending more per student then the rank of the country is higher (lower in value - like 51 for sweden), And if the country is spending less per student, then the rank is lower (higher in value - like 113 for Belgium.

Example: Belgium has high % student (46%) -> so it spends less per student ($17.6 only) - Hence Belgium has a lower rank (higher in value-113)
