The argument concludes that requiring expensive certification for local artisans should be rejected. It supports this by stating:
  1. The certification system was originally designed for ensuring safety in mass-produced goods from large manufacturers, not handmade crafts.
  2. Handmade crafts are unique, not standardized, and therefore do not fit the certification's original purpose.
To connect these premises to the conclusion, the argument must assume that:

The certification system should only apply to mass-produced goods from large manufacturers, not small artisans making handmade crafts.

This is exactly what D states—and it's central. If the certification should also apply to artisans, the conclusion doesn't hold.

D must be right but I would say its indeed a really tough questions since I have to re read and give a lot of thought
