I find this question highly unreal. No dictator is ever moved by the suffering of his people (cite: Kim Jong il or Mubarak), and no economic sanction succeeds by appealing to the dictator's emotion ! Economic sanctions work mostly because the people of the sanctioned country revolt, not because they suffer.
