Probability of each participant winning the race is 1/5
So P( Jenny or Sally) = P(Jenny) + P(Sally) - P( Jenny and Sally)
Since only one person can win the race, so P(Jenny intersection Sally) Will be zero.
So you are left with 1/5 + 1/5
However, the question is little ambiguous and does not reflect GMAT language, which make sure that statement is not ambiguous. The question does not mention that only one of the participant can win the race.
