Economical is different from economic in meaning. So eliminate B, C.

Definitely D. "Economical" is unacceptable. "Would" is desirable, but probably not strictly necessary.
As for what's wrong with A ... could be tough if you're not a native English speaker, because this is rather idiomatic (and native speakers have trouble with it). Here goes:
"Than" used here is a conjuntion, connecting two clauses. It's often used in an elliptical construction, meaning some missing word is implied [see brackets below] It's like a seesaw that must be balanced:
subject verb modifier THAN subject verb [modifier]
I am taller THAN she is [tall]
My car is faster THAN yours is [fast]
Sometimes the 2nd verb is also ellipsed....
My car is faster than yours is fast.
My car is faster than yours.
And so, per (D). Here the word "do" adds a little confusion, but it's just a helping verb for know.

(D) it is .... Two reasons:
'would' and 'than they do now' makes the menaing of the sentence more clearer. They are present in sentence (D) and hence it is right
