I got this question wrong before. Never really understood why it is C. Any explanations on how the modifier works here?

Whenever we have a sentence beginning with a phrase (in this case an appositive phrase) the next piece of information should answer any questions you have (typically about the subject)

For example, if a sentence begins with the participle phrase "Sitting on the dock," the next piece of information better answer question "Who is sitting on the dock?"

In this example, we have the phrase "Architects and stonemasons" so the next piece of information better answer the question, "Who were the architects and stonemasons?"
A. Suggests that the palace and temple clusters were the architects and stonemasons (wrong)
B. Wordy and suggests that the palace and temple clusters were the architects and stonemasons (wrong)
C. Good - answers the question (and is concise)
D. Doesn't answer the question "Who were the architects and stonemasons?"
E. Awkward
