What's wrong with option E? I believe sentence must have the word "that" since it uses "that X and that Y". Please explain

clauses are connected by a comma.
A simplistic sentence might help illustrate:There is evidence that pollution is increasing, it is a matter of concern
This is again a run-on
sentence, with the following independent
clauses are connected by a comma:
i) There is evidence that pollution is increasing
ii) it is a matter of concern.
