A is inappropriate because scholars cannot be 'based' but scholars can 'use'

but i am not sure why A is not the correct answer.

a) Based on something, scholars found something

b) Using something, scholars found something

between the 2, i think both should be right

Scholars used info. stories can be based on accounts. scholars can't be based.
