The right answer is (E)

Why is (D) wrong?
(D) is passive, just like "items are placed" while (E) is active.

Can anyone help?

Elim ABC b/c need to maintain ||ism with "how"

D: I think this changes the meaning from can be to often.

E: less wordy and clear.

In (D) - frequently - adverb
is - verb
are - verb

Usage of is and are is redundant and also grammatically incorrect (thats how I see it). It should follow a noun or noun phrase

It should have been how frequently the inventory is turned over are often
