Go with C (changed from B) for idiom: "as much as"
now should come at the end.
It is ambigious in A/B/D as it could refer to energy or wind power.

'as much as' is correct.

We want to say 'as much energy is generated through wind power now as was generated in 1990'. Only C serves this purpose.
