In 10 we must find either what actually strenghtening the given conclusion or what is less relevant to conclusion.
E is not relevent, sofas and chairs. wtf? who cares!
D - strenghts the conclusion. But it is a bit weird because both cities may be in different states, even neighboring cities.

I believe that reciprocal agreement assumes that the cities are adjacent :(.
