Lawrence, it is tough and you made it tougher by not underlining the sentence. 
Anyway, I'll go with D. D sounds right to me.
It is a long one. Has 'they' in it. It should have been striked out..but it sounds best to me.

Between D & E, I will pick D.
The sentence requires a parallel construction with "of having" that eliminates A, B & C.
In E "supportive of" does not sound right to me...

I first eliminated all other choices but for 'A' because of the use of 'they' to refer to the collective noun 'police' but later on I realised the non-underlined portion has 'their' to refer to 'police' - according to my understanding this should always be singular unless it refers to 'policemen' which this sentence does not, so for lack of a better choice I would also go with 'D'

It is, as others have pointed out, a parallelism error.
The lawyer suspected ... the police of having taped ... and then used....
The simple past tense (choice A) of "used" leads the reader to consider the subject associated with "used" to be the lawyer. "Used" should be "of using" so it can be associated with the police.

The strategy here is to remember that when checking verb tenses, remove all intervening phrases and clauses to simplify the sentence.
