B it is :the chips’ circuits more complex, the power of both the chips and the electronic devices they drive has

u cannot use "their circuit" as it wud be misleading !! so D and E are out !
B is parallel
C even if u forget logical meaning then C has subject verb disagreement
A is nonsensical in meaning

vastly increased.

A. the chips’ circuits more complex, both the power of the chips and the electronic devices they drive have
This changes the meaning: "the power of both the chips and the electronic devices" is diffrent from "both the power of the chips and the electronic devices". In A it seems that the power of the chips has increased and the electronic devices(not their power) has increased.
B. the chips’ circuits more complex, the power of both the chips and the electronic devices they drive has
CORRECT
C. the chips’ circuits are more complex, both the power of the chips and the electronic devices they drive has
"are" doesn't maintain the parallelism "lines thinner" and "circuits are more".
D. their circuits are more complex, the power of both the chips and the electronic devices they drive have
"are" doesn't maintain the parallelism "lines thinner" and "circuits are more".
E. their circuits more complex, both the power of the chips and the electronic devices they drive have
Same as A.

Ok - now I see what you mean. Unfortunately I can't make that edit, but I did find the same question in the forum so you could go there to answer the question with the timer. Perhaps you could make a comment on that post and "resurrect" it...
