I think D is more straightforward.. what is wrong with option D?

I think D is more straightforward.. what is wrong with option D? "it" in D and E disagrees with "vacations", so even straightforward but out

Not sure if the question is too basic.
wouldn't the reference to "they" be confusing? travelers or vacations?

Not really... travelers is seperated by comma and being modified by the clause - charter vacations often turn out to cost considerably. Also logically speaking it would not refer to the travelers but rather vacations (or at best cost)...

It ends with a past tense, giving an impression that we were talking about few specific vacations. Following make more sense IMO: For many travelers, charter vacations have turned out to cost considerably more than they originally seemed. For many travelers, charter vacations are turning out to cost considerably more than they originally seemed. Or, as a fact For many travelers, charter vacations often turn out to cost considerably more than they originally seem to.
