I think getting the same font will definitely help.

If the size aspect still looks odd, would having a different color help? Or would that be more confusing?

Maybe, but changing link colors is a bit challenging across the browser base - they never look right.
I am hoping that the image in front of the subforum will emphasize it a bit too...

I just got tired after the Verbal forum got restructured - I could hardly hit the appropriate subforum link on the screen.

I like the smaller size with the icon - I think that should help the subforums stand out...

In case, changing the font face is also under consideration, then you can try out the following:

Verdana (with font size: 10 or may be 9), which looks quite good and clear.

Everything is on the table. Right now the subforums look very much like Verdana, but I'd like to get the font to match that of the Forums. Does this make sense?

Yes, syncing them will make sense.

I also think that image in front of the subforum should help.
