IMHO C

A) It's very clear that two statements are not conflicting..
B) The second statement is not a phenomenon..It's just an assertion/judgment/fact..
E) The first statement says that "scaling back teaching is misguided"..Inference is kinda "must be true" case...So the second statement may or may not be true as "classics MAY NOT be the primary vehicle"..but still be important.

C and D are close

D) If second statement is not true : classics MAY NOT be the primary vehicle...but still be important. So second statement may not be necessarily true for statement 1 to be true.
C) Second statement provide evidence/support to first statement: OK : CORRECT

Option C

The first sentence of the paragraph is the conclusion, the rest of the part goes on to explain why the decision is misguided. The second sentence provides evidence for the conclusion drawn in the first sentence

IMO C

The first sentence seems to be the conclusion and the rest of the sentence is used by the author to support the claim ...clearly the last sentence is the evidence which supports this conclusion

My ans is D

Because C at first i felt it was the answer but it is not an evidence, i,.e. it is the opinion of the author that classics are the primary vehicle for instilling such knowledge, nothing is provided to back up this statement.

Hence D as for 1 to be true, 2 which is an opinion has to be true.

First statement is definately a conclusion. Second Statement is a premise or evidence for the same.
