TOEFL or IELTS required for applicants for whom English is not the native language, with few exceptions

Applicants do not need to submit a TOEFL or IELTS score if:
You earned an undergraduate degree or graduate degree at a U.S. college or university
Your total education was conducted in English in a native English-speaking country

Can I waive the TOEFL?
The TOEFL is not required for U.S. citizens or U.S. Permanent Residents, and in the following circumstances for non-U.S. residents:

If the applicant’s native language is English. (English must be the only official language of the country of which the applicant is a citizen).

If the applicant has a Bachelor's degree from an accredited university from a country in which English is the only official language as well as the language of instruction.

In the above situations, the TOEFL is waived automatically - you do not need to request a waiver.

If neither of the above circumstances applies to your particular situation as an international applicant, then you are required to include a TOEFL score with your MBA application to be considered for admission. If you feel that you have exceptional English skills (you have studied or worked in English speaking countries), you may apply for a TOEFL waiver. To process the TOEFL waiver (unless it is an automatic case as listed above) we will need your GMAT score (with the breakdown of verbal and quantitative sections), a writing sample (an answer to one of our essay questions would be sufficient), and a written recommendation from a native English speaker who currently has or has had regular verbal interactions with you attesting to your English skills. Once we receive these items, we can consider your TOEFL wavier request.

Please have your TOEFL score sent electronically to The University of Texas at Austin. Please send the letter requesting the waiver and the letter of support from the native English speaker directly to the MBA Admissions Office 512-471-4131 FAX or CBA 2.316, Austin, TX 78712.

TOEFL and English Language Proficiency
All applicants who earned undergraduate degrees in a non-English speaking country are required to submit their scores from the Test of English as a Foreign Language (TOEFL). To avoid delays in processing your application, we suggest you request that your test scores be sent to Marshall at the time you pre-register. You should send a photocopy of the official GMAT and TOEFL scores with your application. However, official scores must be forwarded to Marshall by the testing agency.

Language Requirements
Non-native English speaking candidates must have strong English language communication skills, both written and spoken. If your native language is not English, you must take the TOEFL (Test of English as a Foreign Language) or, in cases where the TOEFL is not available, the IELTS (International English Language Testing System). The minimum score requirement for the TOEFL is a 100 on the internet based test, a 250 on the computer based test, and a 600 for the paper-based test.

The TOEFL may be waived if:

Candidates have spent at least 3 years in the U.S. working toward completion of an undergraduate degree or have completed a graduate degree followed by at least 2 years of work in the U.S.
Candidates are from countries where their junior high school (equal to 7th and 8th grade in the U.S. ) and high school education is in English; their full university education is in English; and commerce in their country is generally conducted in English. (Examples of such countries include: Canada, the United Kingdom, Australia, New Zealand, Malaysia, Singapore, India, Ghana, Nigeria and Uganda.)

Hjort,

From the little info I've gathered on TOEFL(myself and a few others at my GMAT prep class), I've found the following correlation between GMAT and TOEFL.

650+ GMAT = 270 + TOEFL (CBT). I'm not sure whether it's similar with IBT. Maybe it's tougher?

As you know, the highest required TOEFL CBT is 265 or so at HBS. Rest are 250+.

So if my stats are representative of general data, I'd recommend to anyone who needs to spend much time explaining why he or she should not submit TOEFL scores, that he prepares for and sits for it. 280+ is quite easy to achieve at TOEFL CBT and it would probably strengthen your app. Additionally, if you can honestly show you should sit for TOEFL, then your "diversity" credentials would go up, right?

There are two drawbacks to this, though:

1) Cost (it ain't cheap).
2) Time (if you are very tight with your apps.).
