Hi Heythere,
I believe that you should send your second GMAT score to the universities who have GMAT score less than 660 because your secong GMAT score is a balanced score,and with a balanced GMAT score the school will have no question on your quantative and verbal abilities.

I believe that if your GMAT lies in the 80% range the school then starts looking for other aspects of the application. I do not think that school will think that you were capapble of scoring more as once yo have saubmitted the score they will consider the score and will not think beyond that, but sending a second will atleast prove that you gave a serious try and you are quite serious about your MBA
