The 'it' in B is correct because ''the value'' is being mistaken for which is a singular.
And(D) is incorrect because of 'them' which is used with plural.

The subject here is "the value of the new and comprehensive set....", which is singular, hence we should use "it" instead of "them".

The best option sounds to be B, but I seriously doubt the structure, specially ambiguous use of so many "it" "them" "their" etc in all the options.

- 'them' here is confusing.Does them refer to managers or the packages and the 'them' later in the sentence is even more confusing -'it' in answer choice B refers to the value not the packages
