My understanding is this:

Yes.

No, it works the same as if you submit it before Jan 10. You'll just be way back at the end of the line and you will not be considered for merit schollies.

Like you say below, its like applying during a later round. Spots are filling up quickly, and unless their yield is lower than expected, it'll hurt to apply late. (Even though I've heard different takes on this so don't take it as the gospel)
