"WOULD" as used in E has different connotation. you are missing the import of the word "ANNOUNCED" in this SC. This SC is TALKING about the FUTURE event in the past and in such cases "WOULD" is USED and NOT "WILL"

Actually I got confused in between Name and Regard

Regard X as Y is an idiom so just wondering same thing in this as well.

Can we eliminate--> Name X as Y...??

The reason as why NAME X as Y is wrong is ----->with this usage the implied meaning is NAME X IN THE ROLE OF Y --->this is WRONG

'Which' can modify, a little far off noun, or noun phrases , while making sense for that matter.
This has been discussed several times in GMAT Club forums.

If this is so, then I hope in every scenario it will be treated like this because
Wherever we find Name X as Y--> Name X is IN THE ROLE OF Y.

Can you please help a little more in this.... ?
Any example in which Name X as Y will be correct...??

It becomes very straight forward question once you figure out which modifier goes with what:

Which means "water cellar...." modifies --> "Muquin Shuijao"
Discovered by scientists .... modifies ---> planet number 207715.

If you look only E has these modifiers clearly listed.

We have a meaning-problem in option B.
“Muqin Shuijao”, which means “water cellar for mothers” in English, and which was discovered by the scientists from the Chinese Academy of Science (CAS) on September 11, 2007.

    To maintain the parallelism intact, the 2nd which should also point to the name "Muqin Shuijao"
    Now, this creates a meaning error:
2) "Muqin Shuijao" name was discovered by the scientists from the Chinese Academy of Science (CAS) on September 11, 2007. - Incorrect
    The 2nd which implies that the name "Muqin Shuijao" was discovered by the scientists from the Chinese Academy of Science(CAS) on September 11, 2007 rather than the discovery of the minor planet number 207715.

Xylan is right. Answer choice B is tacking two "which" modifiers on to the name “Muqin Shuijao.” The name was not discovered by scientists!

I should add that to make this a proper sentence, the choices should use capitals and an article in describing the name of the organization: "the U.S-based Minor Planet Center."
