I think it is E

(A) x^2>0, x can be >0 or <0=>insufficient
(B) x*|y| <=0, x can be any number while y=0 =>insufficient

Combination of A and B does not clarify the matter, because A does not influence on B

St1:
Insufficient. square of anything is always positive (except square of 0)

St2:
x.|y| != positive.

|y| is always positive, so x must be negative. Sufficient.

We missed the possibility that y can be zero too so B is not enough.
