This is test of correct diction, redundancy and proper word order

Split 1. Correct diction: ‘At a time’ deotes a specific time while ‘during’ denotes a period; ‘at a time’ is inappropriate in the context. – C and D out.
Split 2: Redundancy: In A ‘fell by ………….down" is redundant.

Split 3. Correct word order: The placement of the phrase 'by nearly fifty percent' should be close to what it modifies namely ‘fell’. In E, the phrase has been relegated to the end, thus modifying the nearest factor 1933 rather than the fall

B is the choice.

The idiom is "from....to...".
"Down" is not necessary.
A and C out.

Meaning is important here. "During" is different from at the time..". The first implies a process in a period of time. This is the meaning that we want. D out.

The modifiers are better placed in B than in E.

B is the answer.
