"Strategic organization-wide leadership" includes things like helping develop new products (i.e., discovering on your own a new niche and then pushing for its development), finding ways to beat the competition to gain more market share, improving the operating procedures to increase productivity or client relations etc. Yes, it is difficult to do that in a company of more than 100,000 employees; that's why the applicants who have succeeded in this are so well received.
I think your odds of success in the European programs are going to be higher than in the traditional US programs.
