I found this question on the net
I believe it is a retired ETS Question
I have seen something similar before
Maybe I am misreading the question because it seems like a relatively easy rate problem, but I can't get the right answer
Any assistance would be appreciated..

Speed of water = 5
Speed of boat in still water = 15

Hence
Speed of boat upstream = 15 - 5 = 10
Speed of boat downstream = 15+5 = 20

Let distance be S
Time taken downstream = S/20
Time take upstream = S/10

Average speed = total distance/ total time
= S+S/ (S/20 +S/10)
= 2S/3S/20
= 40/3
