MEANING: Referring to the ad placed today, callers have expressed interest in renting the currently empty loft.

NOTES: "referring" imps continuous action, and "have" is the present perfect, which describes an event that happened in the past and might continue in the present. Here callers are referring in the present to the ad placed in the past - hence, the present perfect is necessary.

“... today’s newspaper” — today’s not finished yet. —> using present perfect is better than any other tenses.

Also, “Express interest in doing something...” is correct idiom

“ Referring to” correctly modifying the callers

The answer is C

A,B, and D gone for using past tense for a current affair. E is essentially wrong for using the subordinate conjunction when, as if their interest is expressed only when the reference is being made. In addition, the correct idiom is 'interest in' and 'not interest' about.
C is the answer.

Is it contradict between “today newspaper” and present perfect? Cuz present perfect means the action “express” happened in the past(let’s say yesterday), but the action “express interest” should be after “referring to today newspaper”(let’s say happen in tomorrow). So how can “express” happen in past?

To answer your query, there is no logical contradiction here; the action "express interest" could very well have happened later during the same day that the ad appeared in the newspaper.
