The above underlined part is wrong, corrected it will look as follows:

sentences allowing them to remain unconfined while performing specific jobs that benifit the public has


Please explain why?

remove the intermediate/intervening phrase and you will see :

the number...........has

The number is specific and considered singular.

what is correct
1) the number of accidents are increasing every year.
2) the number of accidents is increasing every year.

the accidents cannot "increase" in and of itself. It is "the number" [of accidents] which increase. Hence "is" is correct.
This is a typical GMAT SC trap.

hi ,

the number = is surely a group which is singular... treat that as an ''entity'' which is one...

the numbr of people who attend spiritual discussions has been increasing ...

a number = plural... b'cos there is no ''specific'' reference to which group it belongz

a numbr of ways which lead to success are harder than the others....
