Interest in a 3,200-acre parcel of barren land in Welsh County has been virtually non-existent because it is not zoned for commercial use. A real estate developer, though, has created a business plan to convert the property into a low grade airport that, when completed, would drive the value of the surrounding properties lower. Many local residents, therefore, are trying to pool their assets and buy the property outright.
Last week, the Welsh County town council voted to repeal the restriction in the town charter that prohibits all commercial development on parcels of land smaller than 5,000 acres.

OA will follow
I would go for "B" on this. The town council voted to repeal the restriction that prohibits all commercial development on parcels of land and this way supporting Plan of low - grade airport. The plan will drive the property value down and this way B should be the inference.
