Also may i suggest the Saudi Authorities should be seen as a collective singular unit...which is why it is ..."authorities TO grant" and the authorities' granting is the wrong tense

my choice is E. nice 2/3 split, the correct use is 'to grant' not 'granting' . D also is plausible however it has 'being' at the end which is redundant.

Yes E, should be the answer.
authorities's granting is incorrect. The correct usage is authorities to grant
Thus A,B and C are out. D is unnecessarily wordy, and contains being, which should be avoided as much as possible.
That leaves us with E

I`d say (C) for #3 for the active voice.
**By the way, some 60 years later the tables have turned and the US now owes Japan hundreds of billions of dollars that it finances through the "umbrella security treaty" established by the Truman administration. Essentially the two countries (G-2) are symbiotically linked.

#3 is C. Ofcourse only after assuming "build" to be part of the underlined statement.

C)
I was stuck between C and E.
C is the only option which uses "it" to refer back to Japan. In Rest of the choices "it" refer back to "huge sums of capital" which sounds plural to me.
