E.

Statement 1: If x=2, y=1 --> Yes
If x= -2. y=1 --> No.
Hence insufficient

Statement 2 : It only tells us that either both x and y are positive or both are negative.
If x = 2, y=1 --> Yes
If x=-3, y= -2 --> No

Insufficient

Combining both 1&2, again we can not get unique answer (can be explained in the same manner as above). Hence Insufficient.

Q:

Is x>y?
1.|x|>|y|
2. x/y>0

1.|x|>|y| says modulus value of X is greater that Y.
==> X can be negative and Y can be positive in that case still Y will be greater . Insufficient

2. X/Y> 0

This statement says X and Y are same sign. but again it does not tell anything about which sign it is(i.e whether it is positive or negative)
Insufficient.

Both statements together

X and Y are of same sign and X's numeric value is greater than Y but again we are not getting any data related to the sign.

So this is also insufficient
