A construction company wants to number new houses using digit plates only. If the company puts an order for 1212 plates, how many houses are to be given numbers? (The numbers of houses are consecutive and the number of the first house is 1).

Questyion is definitely unclear and I am also puzzled for a while. For me the question looks like a puzzle rather than a math.
The clue : A plate has only one digit. For ex - for house no 10 has two plates of 1 and 0. Similarly house 100 has three plates - 1, 0 and 0.
In that way, 1 - 9 = 9 plates for 9 houses.
10 - 99 = 180 plates for 90 houses.
Remaining plates = 1212 - 9 - 180 = 1023 plates that are enough for 1023/3 houses = 341 houses.
Total houses = 9+90+341 = 440 houses.
