Yes, answer is C. One thing though: every GMAT divisibility question will tell you in advance that any unknowns represent positive integers.

So proper GMAT question would be:

If K and N are positive integers is K/N an integer?

(1) K is a multiple of 14 --> not sufficient as no info on N.
(2) N is a divisor of 14 --> not sufficient as no info on K.

(1)+(2) As from (2) N is a divisor of 14 then it must be a divisor of every multiple of 14, therefore it's a divisor of K too. Sufficient.
