I'd go with b too, any other single factor required + it is the increases in the price that is the subject therefore have...

D is very similar but it uses a wordy clause which is avoided in B

Go with B too.

(A) More than any other single factor, increases in the price of imported oil that has been responsible for - that makes it a run on sentence.
(B) More than any other single factor, increases in the price of imported oil have been responsible for - ok
(C) More than any single factor, increases in the price of imported oil have been responsible for - any other required.
(D) Increases in the price of imported oil, more than any other single factor, is the cause of - is .. in the last year - not correct
(E) Increases in the price of imported oil, more than any single factor, has been responsible for - increases.. has incorrect

the answer is B: choice A, D and E are incorrect, because of error in subject-verb agreement.
Choice c is incorrect, because it changes the meaning.
