Electricians who paid their dues is = 189 ; Electricians who did not pay their dues is = 11

Electricians who paid their dues on January 1, 1971 = 193

So, 193 - 189 = 4 Electricians who paid their dues on January 1, 1971 did not join the union in 1970..

Answer will be (E) 4
