D. He is basically saying 'look, we opened one in country Y during bad times, and we are making a lot of money from it. If you do the same in country X, youll make money for yourself too'.

i think i like C better. Choice D is a good answer but i think it's a second best. The author says that when the palnt was opened in Y, it made profit, therefore the answer can't be despite the war, the war is welcomed. Choice C says that peopel are biased. Of course they are.. they assume country X will make profit just because Y did, which in fact is what the argument depends on.

Do you guys agree?

I think its D. Based on the fact (comapny in country Y is profitable) author trying to draw conclusion about Contry X.

Conclusion: Opening a plant in war-torn Country X is not
inadvisable, despite what critics of the plan may
say.

Fact: Ten years ago we opened our plant in
Country Y in the middle of a revolution;
fact: that
plant has been generating substantial profits
ever since.

C is only answerchoice that relates closely to conclusion in argument

Late but "C" is what author intends to conclude.
D can't be author's conclusion because he does not want to convey that profits will be generated or not but wants to emphasize that the plan is worth going ahead considering the other examples of similar plans and criticism against this plan is biased. Which is "C"
