Surly, it's E. It says the correlation is with percentage of carcinogens, and not the exact quantity and thus lends the least weight to the conclusoin.

A says the area affected by carcinogens is 4 times as large. Now assuming the passage is true, then the number of people who are affected will increase. Also, by the use of the word 'affectd', I do not think the author meant it positively. E shows that the correlation is not very strong.

My thought is that this one is pretty straight forward. it's (E) for me.

It dosen't seem like (A) because the stem says that the no. of cacernogins increases as country becomes industralized and therefore more people are affected when this happens. From (A), the area (hence the no of people) is proportional to the number of cacernogins. More industralization means more cacernogins means larger areas affected means more people likely to suffer from cancer.
