I would eliminate all other choices except D and E.

Then it becomes difficult, I rely on my instincts and choose E.

"Indicates that" is idiomatic....E is also parallel - "have reduced" vs. (have) made

the idiomatic structure is " indicates that ...."
Although "few" slightly has negative meaning but we can't use "nor" here
-----> D and E stand.

I am discussing only, C, D and E.
C. that there are few people who have significantly reduced the amount of driving they do, nor having made---have made/ having made is un//.
D. that few people have significantly reduced the amount of driving they do and are not making--- have reduced and are not making is un//. In addition, the choice changes the meaning in that few people (not many people - a negative) when coupled with are not making (another negative) turns the meaning to positive, implying that many people are making fuel efficiency ----- ----- etc.
E. that few people have significantly (reduced the amount of driving they do) or (made). This parsing is perfectly //. Hence the right choice

B. few people having significantly reduced the amount of driving they do or made - indicates should be followed by that
C. that there are few people who have significantly reduced the amount of driving they do, nor having made - Parallelism issue
D. that few people have significantly reduced the amount of driving they do and are not making - "Few people ... are not making fuel efficiency a priority".
Which means that most people are making fuel efficiency a priority. That's precisely the opposite of the desired meaning. the two things being studied are presumably simultaneous -- they're in the same study, regarding the same consumers -- so the sentence is most sensible if the tenses are the same.
E. that few people have significantly reduced the amount of driving they do or made - Correct
