In addition, the choice changes the meaning in that few people (not many people - a negative) when coupled with are not making (another negative) turns the meaning to positive, implying that many people are making fuel efficiency ----- ----- etc.
E. that few people have significantly (reduced the amount of driving they do) or (made). This parsing is perfectly //. Hence the right choice
