Kpadma is right, it should be B.

You say: mistake....X...for Y

B uses the proper subject/verb agreement. "set of packages" is singular.

I WOULD VOTE FOR D HERE. WE HAVE TO MODIFY THE RETIREMENT PACKAGES NOT JUST THE VALUE OF IT. SO THEM IS APPROPRIATE HERE AND WE NEED FOR IN THIS SENTENCE....

I concur with monarc. "mistake for" is the right idiom so A,C and E are out. "them" is right because it is the "retirement benefits" that are mistaken, not the "value". I think we could ask the question: Is it the value that is mistaken for another ploy or is it the retirement packages that is mistaken for another ploy? I don't believe that "value" could be mistaken for another ploy because we would be comparing apples and oranges in this case

PAUL:

WILL THE USE OF TWO "THEM"'S CAUSE ANY CONFUSION??? WHEN I READ I KNOW THAT THE FIRST THEM REFERS TO THE PACKAGES AND THE SECOND THEM REFERS TO THE EMPLOYEES....

I STILL STAND WITH MY ANSWER AS D..BUT CAN U EXPLAIN....

Still think the answer is B

The two 'thems' in the sentence are confusing because they do not distinguish between managers and the retirement packages,

I must confess that D sounds very plausibe but where it got me was the two 'thems', that is just too ambiguous.
The better alternative is to use 'its', because its cannot refer to the managers, has to be the packages

Ghunoo you are right..!

This is an Idiomatic Expression problem. The correct expression is mistake X for Y. Eliminate A, C and E. It is also a Pronoun problem - them or it. Since it is the singular set we are are talking about, the correct choice is it, and the correct answer is B.
