BU's program looks good to me. There don't appear to be alot of similar programs at top business schools. I would imagine Wharton's health care program would be stronger, and perhaps Vanderbilt's, but I'm not aware of any "health care MBA" rankings. As for the scholarship question, this is actually something you can feel comfortable approaching BU's admissions or financial aid office. Give them a sense of your profile and your constraints and try to gauge how encouraging their response is. Chances are they will tend to *sound* encouraging so probe a little if you can, for example, how many people won merit scholarships last year? Do they think with your profile you might have a shot at one of them? And so on.
There seem to be a great variety of health care management offerings, but some other programs I'm aware include (besides those mentioned) George Washington Univ., Rochester Simon, Baruch Zicklin, and Arizona State.
