Tomassi assumes which one of the following?

A. That other technology is more effective at cutting fossil fuel usage

Tomassi didn't mention any other technology in his argument. He only mentions that there are many other ways than developing hybrid vehicles. Since this option talks about other "technology" which Tomassi didn't specify, this option is INCORRECT

B. That consumers will not buy hybrid cars

Tomassi didn't agree with Roland regarding the ways to reduce fossil fuel usage. Tomassi said nothing about consumers buying hybrid cars INCORRECT

C. That hybrid cars are not as durable as non-hybrid cars

Tomassi didn;t compare hybrid and non-hybrid cars INCORRECT

D. That alternative means of reducing fossil fuel consumption will be sufficient to avert any looming crisis

Tomassi clearly specifies there are many ways to reduce fossil fuel usage other than investing on hybrid cars. He must have assumed that the alternative means are sufficient to reduce fossil fuel usage compared to hybrid cars.

E. That hybrid vehicles will not cut down on the usage of fossil fuels if they are driven for longer distances

Tomassi didn't specify/assume anything about the hybrid vehicles cutting down on fossil fuels when driven for long distances INCORRECT

Hence option D
