The rule is (Total question(37/41)- question no. you are on)+1 x 2 mins for Quant. So if you have 20 minutes remaining in the exam and are on the 27th question then its (37-27 +1)*2= 22 mins - i.e you are two minutes short and need to speed up.

Use the same rule for Verbal but keep an eye on number of RCs you've seen. A RC in last 15 minutes will throw your pacing haywire.
For Verbal the general strategy is 1.5 minutes for SC, 2 mins per Q for RC, 2-3 mins for CR.

Some people have said that allot the first 15 questions 35 min, and 40 mins for the last 22 questions (math section)

this makes sense because it takes a couple of minutes to relax and to calm down before you answer the first question.

Also, each instructional screen before each section has 30-60 seconds allotted time for you to read. You should use them as mini breaks, instead of clicking "next" right away.
