DFirst thing is that it cannot be would take since the second sentence is indeopendent clause and hence needs to be in past tence since we are taking about some past event in present time,If the second statement
were said by some person of past time then it vwould have been WOULD and again oxford dictionary WAS born is correctly in past tence
All events are in past ,also since the project got completed no need to use would take ,aftr its completion dictionary was born ,hence HAD been is incorrect since dictionary found only once
