rephrasing the question we have

is x=y?

1. Not sufficient

x = +y or x = -y

2. Not sufficient

xy>0

x>0 y>0 or x<0 y<0

if x and y both are >0 and equal to 2 then yes
if x and y both are >0 , x=2 y=4 , then no.

Together,

from two we know that x and y are both of same sign hence we will only have one solution x = y

Answer is C.

U cant ignore the sings. So the answer is C.
