Penn State Accounting Program [#permalink]

I got rejection from Ph.D program in Accounting of Penn State. Of course, it is to early to receive decision but Penn State has unique preliminary evaluation for only international students. I sent my profile in Nov. and received rejection now.
I can not understand how the program is able to evaluate my research rigor using the information required in preliminary evaluation. The program requires only GPA, Test score, and experience including research. I think it is rare that Ph.d applicants have published research.
My spec is:
GPA: 3.2 (under), 3.89(MBA from US university)
Experience: 2 year Big 5 accounting firm and 3.5 year Big 5 consulting firm
Certificate: CPA (not US, my home country), CMA
How I improve possibilities to got admission from other schools?
