I am going to assume that you are going to apply to both programs by their respective April deadlines. I believe that Chicago is April 6 and Kellogg is April 13. If this is so, I recommend not re-taking the GMAT because of the time constraint and the fact that you have taken it three times before. I now it depends on when you last took the test, but I believe that three times is enough to determine a "true" score.
All this being said, your current score of 680 should be good enough to get into both programs. Additionally, I say this because the bar is lower for part-time programs and based on my past experience with applicants to various part-time programs.
With respect to your GPA, take a look at WES international GPA calculator for an approximate conversion.

Questions:
The main questions is whether I need to retake GMAT. I feel that 700 is realistic, but the preparation time can be well spend working on the application. Please advise.
