Well you need to send both of course!
In general, your UG grades will be more important. But if both are high, then all the better!

Well, although you can't exactly "Make up" for a poor GPA, you CAN show them improvement through your later degrees and your GMAT, and it DOES help! (But you still have to report all grades :) )

I agree that both are important and will be evaluated. And you may not need to "make up" for your UG grades, as quant courses were done during your MBA and it seems you did quite well. The real question of course is how bad were your UG grades and how good were your MBA grades. Also, some MS programs will not be as hard on your UG grades as a top MBA program would be given the intensity of the rankings.
